As the Institute is kept rather firmly under the eye of the CIA's Director, its headquarters are located in a small, non-descript structure halfway across town from the CIA's own headquarters. Its plain external appearance, masquerading as a small shipping company, is contrasted by the high levels of internal security, and sophistication of its subterranean facilities. The funding flows freely here, with the very best of computer equipment and military gear available almost on a whim... a sign of the high importance some elements of the government place on this project. Just as the extensive internal surveillance and emphasis on protocol is indicative of the close eye these same elements are keeping on the organization...
