The capitol of Wales, Cardiff was founded over two millenia ago, and over the ensuing eons has hosted a number of interesting guests... including at least two or three Jack Harknesses at the same time. The presence of the Rift, a temporal schism that has both provided a source of temporal energy, and occasionally deposited bits of inanimate and living flotsam from across the universe, is largely responcible for most of those interesting guests, and makes it the natural headquarters for Torchwood. Though the team is forced to operate in even more secrecy than usual, they have nonetheless made this city their home once more.
