Personality: The Doctor has retained much of the zest, bounce and sheer energy of previous forms, in some ways appearing even more manic than past incarnations; sometimes, his mind moves faster than even he can keep up with, resulting in a man who literally has to stand still and squint so he can slow down his brain enough to think properly. Considering how many times the Doctor has gone through the metamorphic process of Regeneration, it seems almost inevitable that his traits and habits have become little more than a combination of past personality quirks. For one, he's once more developed a mildly disturbing obsession for Jelly Babies, as evidenced by the fact that he seems to solve any and all internal emotional strife by snacking on a couple... the difference now being that he has developed a fierce hording personality, and will only part with a precious bit of the candy reluctantly.
It it possible that his brief stint as a human has served to give him a deeper understanding of the species, though sometimes it appears that the whole experience has done nothing more than unnerve him. Human existence didn't agree with him, particularly given he nearly went insane in the process, and sometimes it seems that his distaste for that incident bleeds into his overall view of the human race, leaving him strangely uncomfortable in their presence. However, the Doctor's ongoing efforts to remain fair and impartial force him to push past that unease, and so at the most a brief glance or muttered comment might clue someone into his change of hearts. He has grown, if anything, even less concerned than before with the affairs of the worlds through which he has passed through, seeming almost to force himself to focus entirely on the fun and adventure, rather than the responsibility borne of an intellect like his. In many ways, it is perhaps why he has chosen to take a Companion this time; he relies on those who travel with him to force that same responsibility upon him, to drive him towards a problem with the aim of fixing it. Without their assistance, he would be little more than a kite in the wind, leaving confusion and likely devastation in his carefree wake. These are all flaws he has identified and accepts, but despite his occasional efforts to improve, he nonetheless finds that his mind, and his willpower, frequently... wander. Perhaps another side effect of his brief, damaging stint in human form.
Behind all this lurks a far deeper, and far darker, motivation; the Doctor is well aware that he is nearing the end of his rope, as he is occupying his thirteenth and final form. With the Time Lords extinguished, and nearly all technique and technology relating to the regeneration process destroyed in the process, the Doctor finds himself in the unenviable position of staring down his own mortality; so although he tries to distract himself, traveling the universe and taking human companions just like before, the issue of his impending (and permanent) death is slowly eating away at him... sooner or later, he knows, finding some means to extend his lifespan is going to take a much higher priority.
Abilities/Skills: The Doctor's Time Lord physiology grants him a number of physical advantages, such as a high tolerance to cold, electricity, and the ability to absorb, withstand and expel many forms of radiation. His dual-heart physiology also grants him a considerable level of physical endurance which generally allows him to run around like a crazed nutter for hours on end without keeling over from sheer exhaustion; the trade-off being that in the rare instances one of his hearts are disabled, he is so unaccustomed to the feeling that it can weaken him greatly. When subjected to considerable, though not immediately fatal, trauma, he can also enter a self-induced coma designed to help him recover.
Of course, sometimes his body is damaged too severely to recover in that fashion, at which point a Time Lord's physiology allows them to regenerate; a process that completely restores his health, but completely alters both his appearance, and his personality. Though they retain the same memories and knowledge as before, the differences often make the Doctor appear to be an entirely new man each time, altering food palate, likes, dislikes, skills, etc. Regeneration has even changed his outlook on regeneration itself, as the Ninth Doctor proved a little less concerned about his impending change than the Tenth. Whatever the case, technically the Doctor is the same man throughout all his forms, remembering his past life without difficulty... though he does have a habit of talking about them as if they were seperate people anyway...
Though the Doctor's physical skills have fluctuated over the incarnations- sometimes demonstrating considerable physical prowess, other times appearing utterly hopeless- one thing that has remained consistent throughout is his brilliant mind. Highly intelligent even by the standards of the Time Lords, the Doctor is a veritable font of knowledge in everything from history to technology to quantum physics to- on occasion- actual medicine. Though his mind often seems chaotic and cluttered with its own demands, sometimes missing the painfully obvious because he is far too preoccupied with his own theorums and conjectures, when the Doctor finally does focus, he can often solve complex problems and conundrums within mere moments, tracking a logical and logistical path all the way to the final solution. In many ways, the Doctor seems to think best on his feet, (some might argue that he only ever chooses to work that way,) often hauling victory from what seemed a hopeless cause only a short time before.
Equipment: Aside from the TARDIS (which should go down in history as the coolest piece of equipment ever, and his trusty sonic screwdriver, (Second Coolest Piece of Equipment Ever,) the Doctor does have a tendancy to pull out increasingly random and bizzare gadgets and gizmos, in large part due to his TARDIS' considerable storage capacity, and his own extensive lifespan. All considered, he still relies most heavily on his multi-multi-multi-purpose screwdriver for his world-saving needs, but on occasion he'll dig up some old relic of bygone days to add a bit of spice to the adventure. Or, alternatively, a bit of hope to otherwise certain death.
History: The Doctor was born and raised on the planet Gallifrey, a world belonging to the brilliant Time Lords, a powerful race who nonetheless sought to avoid interfering in the affairs of other planets or people... at the time, anyway. Brilliant even by the standards of his own people, the Doctor spent his earlier years studying and learning, by all appearances, a little bit of absolutely everything. At some time during his long-lived first incarnation, however, the Doctor chose to flee from his own world, stealing an older Mark 40 TARDIS with which to make his escape, a journey that eventually took him to Earth. He remained there for a time with his granddaughter, his TARDIS parked within the collection of junk outside his house, and with the plan of course being that they would keep from drawing any undue attention by the local population. Of course, that wasn't destined to be, and in time he reluctantly took to the stars with Susan and his first two human Companions. It was during these first travels that his TARDIS suffered a 'minor fault' that left it pretty much stuck as a Police Box from the 1960s... something the Time Lord never did bother trying to fix.
Throughout the centuries, the Doctor travelled across Time and Space, saving planets and people by the millions, and expanding his knowledge and experience throughout that time. Though Time Lords normally had the capacity to live almost indefinately in a single form, the constant dangers the Doctor faced began to take their toll, as he was killed time and time again; the first time, when his over-taxed body failed him after a confrontation with the Cybermen. Throughout the ensuing years, he was killed time and time again, the regenerative powers of a Time Lord causing him to restore his battered body in a new form each time; his appearance, personality, even preferences changed over the years, radically altered by each regeneration. However, he was still the same man, the same Doctor, and over the years he grew progressively more brilliant, and perhaps even a little wiser... though he might be the first to claim otherwise.
The Time War was, in many ways, one of the largest turning points in his life; begun largely during his eighth regeneration, the conflict marked an epic war between the Time Lords and the Daleks, the latter being a truly genocidal race of beings who believed only in the supremacy and power of their own kind. The details of the war are admittedly hazy, as the Doctor has rarely spoken of it in much detail; he was a combatant during the conflict, certainly, and it was during that fight that he was killed and regenerated into his ninth form. The use of time travel became so constant and prevalent over the course of the war, with both sides using it to try and turn the tides of a lost battle, or gather information on the outcome in the future, that entire point of history became Time Locked; preventing any outside traveler from reaching it.
Though emotionally scarred immediately after the War, supposedly the only survivor from the Time Lords, the Doctor nonetheless tried to take to the stars and continue his once care-free travels. Throughout his subsequent lifetimes, and in large part due to the human Companions he met and took along with him throughout, the Doctor did manage to overcome the worst of his guilt... even stopping his own people from carrying out a plot that would have restored them to existence, at the cost of Earth's survival and his own Tenth incarnation.
Recent events have taken a more dire turn, however; captured and set to trial for his unwitting restoration of the Daleks during his Eleventh incarnation, the Twelfth Doctor was forcibly regenerated into the Thirteenth, and then turned human. With his human brain strained and battered by the volume of a Time Lord's psyche, the Thirteenth Doctor has found himself subjected to Cardiff's mental care institution, left to slowly deteriorate as his own brilliance, ironically, proves to be the very thing that's killing him.
